There has been a lot of emphasis on monitoring and gathering quantitative data measures, but limited focus on practical interventions and qualitative research. In some studies, this is referred to as an empty shell; with a concern that there is insufficient information to enable change. Block highlights the focus on monitoring and addressing the what, but not the why.
